If you are the grantor of the power, you type up a little statement saying that the power of attorney granted to so and so on such a date is hereby revoked. take it to a notary and sign it in their presence, you will need some id.
If you are the grantee, type up a statement saying that you are refusing the power of attorney issued by so and so on such a date. same thing with the notary.
If you wish to temporarily cede your right, describe the original power of attorney, explain that you are unable to fulfill the responsibility from x date to y date, delegate the power to someone else. do the notary thing.
