If someone is a CT resident, and they have a will that was drafted, witnessed and executed in CT, can a NJ/NJ licensed attorney draft a codicil to that will? Or does a CT licensed attorney need to draft it for it to be legally binding?

I paid a $500 down payment on a $1500 attorney bill for two family court appearances ($750 per). The charges have been dismissed and my attorney expects the balance. I/he never made any court appearances. I don’t understand why he’s charging me? He made a few phone calls and signed a few forms. The other party’s attorney has delayed a court hearing for his client for an exparte twice now. He claims he has to appear for other cases.
How many times can he continue doing this? I got notice from him last Friday. Monday I called the court and they had already granted to him an extension without having to make a court appearance.
Can the other party keep doing this, to the point that the case is dismissed?
Also, what is his game plan here by continually delaying the case? If he gets the case dismissed in this manner, will I have to pay for the other party’s attorney fees?

Can an attorney file a lien against my home, in Florida, if he says I owe him fees. I dispute that I owe him the fees. He will not go to arbitration through the Fl. Bar and they allow him to refuse. He is threatening to sue me civilly which is fine. But I am wondering if he can put a lien on my property without my knowledge or without some type of court hearing.
