is this the same as a tort attorney?

civil attorney handles anything other than criminal…in criminal law the guilty person goes to jail/prison for their wrongs, in civil money is the issue, civil attorneys can handle contracts, estates, wills, divorce, custody issues… a tort is another name for a “wrong” where you do someone “wrong”
